Innovation Description and Benefit:

The Common Customer 2.0 Project modernized MoDOT’s Carrier Express Common Customer application, originally built in 2005, to streamline Motor Carrier Services transactions. Developed in-house, CC 2.0 automates key processes such as credentialing, over size/overweight (OSOW) account creation, contact updates, and address changes—tasks previously handled manually via email and paper forms. A major enhancement is full automation of OSOW user profiles and permitting when validations are met, reducing processing time from hours to under five minutes. Serving as a central hub for all MCE applications, the system also enforces compliance by flagging non-compliant carriers, preventing transactions until issues are resolved and supporting roadside enforcement. This innovation improves efficiency, enhances safety, and delivers a faster, more user-friendly experience.
