Segar Memorial Park Section 4(f)

On Sept. 27, 2021, the Missouri Department of Transportation completed a National Environmental Policy Act (NEPA) Environmental Assessment (EA) and received a Finding of No Significant Impact (FONSI), for the replacement of the MO 51 Mississippi River Bridge at Chester, Illinois. Since that time, design has progressed, resulting in some minor changes to the project and anticipated impacts to Segar Memorial Park.

Section 4(f) of the U.S. Department of Transportation Act of 1966 (49 USC 303) protects publicly owned parks, recreation areas, wildlife refuges, waterfowl refuges, and significant historic and archeological resources. MoDOT and IDOT accepted public comments because the NEPA impacts to Segar Memorial Park, a Section 4(f) property, changed. Comments regarding the revised de minimis impact to Segar Memorial Park were taken until Monday, Aug. 8, 2022.

Segar Memorial Park: Previously, no impacts to Segar Memorial Park were anticipated, but now it is anticipated there could be temporary changes to the park’s access.

In compliance with Section 4(f) and its implementing regulations codified at 23 CFR Part 774, the FHWA in cooperation with MoDOT and IDOT provided public notice of its proposal to include a Section 4(f) de minimis effect determination instead of an Exception as a Temporary Occupancy on Segar Memorial Park; and provided the opportunity for public review and comment of this proposed determination.
