27: Fixed Price Variable Scope Project Delivery Method

Innovation Description and Benefit:

Fixed Price Variable Scope is a project delivery method that allows MoDOT to maximize an individual project’s budget based on the prices bid. This process is clearly outlined in the Scope of Work JSP to ensure a level playing field for all competitors. The bidding process includes plans and quantities for “initial bid quantities” and the project is awarded to the lowest responsive bidder on those quantities. After award, based on the bid, the scope is adjusted to match the fixed budget. For example, if the bid comes in lower than the fixed budget, then the scope is increased as detailed in the JSP.
