What is this project?

MoDOT Kansas City is replacing the existing bridge along Blue Ridge Blvd. over Route 78/23rd Street beginning in spring 2020. The current structure was built in the 1960s and has reached the end of its usable life. This project will replace the bridge and includes other roadway improvements such as:

  • Retaining walls at the north and south abutments
  • An additional left turn lane from Blue Ridge Blvd. to East 22nd Terrace
  • The resurfacing of Blue Ridge Blvd, 22nd Terrace, and 23rd. Street within the project area.
  • A wide shoulder on the east side of the bridge will accommodate a future bike lane and will also allow pedestrians to cross.

This bridge is included in Gov. Mike Parson’s $351 million Focus on Bridges program, which will repair or replace 250 bridges across the state.

What impacts will this project have on traffic?

  • Blue Ridge Blvd. will be closed during construction and local traffic will be detoured during that time.  
  • Route 78 traffic will be open throughout most of the project. Traffic will be detoured during the demolition of the current Blue Ridge Blvd. bridge and the setting of girders.
  • Lane restrictions along Route 78 for the construction of retaining walls and end bents.

What is the timeline for this project?

This project let in January 2020. Construction began in spring 2020 with an original anticipated completion date of fall 2020. This project has been delayed due to unanticipated mechanically stabilized earth wall and water main issues. Plans are currently being approved to relocate the water main, and construction on the bridge will begin once the watermain is relocated. Crews anticipate construction will resume in approximately two weeks with an anticipated completion date in spring 2021.

How much does this project cost and how is it funded?

This is a $2.8 million project and is fully funded by MoDOT.

Demolition Information

The Missouri Department of Transportation plans to replace the Blue Ridge Blvd. bridge over Route 78 (23rd Street) in Independence, MO. This replacement will require the TOTAL CLOSURE of the Blue Ridge Blvd. bridge over Route 78 beginning  Friday, April 17, until approximately Nov. 2020. All work is weather permitting.

  • Crews will CLOSE the Blue Ridge Blvd. over Route 78 beginning at 10 p.m. on Friday, April 17 for demolition work. The demolition will be completed by 5 a.m. on Monday, April 20, but Blue Ridge Blvd. over Route 78 will remain closed until approximately Nov. 2020.
    • DETOUR: Northbound traffic needing to access Blue Ridge Blvd over Route 78 will be detoured to East 31st Street, over to S. Sterling Ave., to MO Route 12, continue to Stark Ave., turn right and head north, and then turn right back onto Blue Ridge Blvd.  
    • DETOUR: Southbound traffic needing to access Blue Ridge Blvd. over Route 78 will be detoured to eastbound Truman Road (Route 12) and continue to Sterling Ave. Then they may turn southbound to  E. 31St Street, then head west to reconnect with Blue Ridge Blvd.
  • Route 78 will be CLOSED during the demolition of the Blue Ridge Blvd. bridge beginning at 10 p.m. on Friday, April 17, until approximately 5 a.m. on Monday, April 20.
    • Eastbound Route 78 will be closed to through traffic at I-435, commuters MUST find  alternate routes.
    • Westbound Route 78 will be closed to through traffic at Sterling Ave., commuters MUST find alternate routes.
    • Route 78 will maintain at least one lane of traffic throughout construction with the exception of the demolition weekend and in brief intervals for hauling equipment.

 

Public Informational Meeting

A public information meeting for this project was held on Thursday, March 28, 2019 in the library at James Bridger Middle School located at 18200 E. MO 78 Highway, Independence, MO 64057.
