Project Summary
MoDOT, in coordination with the Federal Highway Administration, is finishing the re-evaluation process to update the Environmental Impact Statement (EIS) of Interstate 70 (I-70) . As work to update the Environmental Impact Statement wraps up, Improve I-70: Blue Springs to Odessa has transitioned to a Design-Build project.
Improve I-70: Blue Springs to Odessa is a $350 million Design-Build project that will add a third lane to each direction on Interstate 70 from just west of MO Route 7 in Blue Springs to just east of Johnson Drive in Odessa. The project also includes interchange improvements at MO 131 in Odessa. The award of this contract is scheduled for Spring 2025 and is scheduled to be completed by the end of 2028.
Since its original construction more than 50 years ago, I-70 has been a vital lifeline for moving people, goods, and information across Missouri and beyond.
Project Goals
- Deliver the project by December 31, 2028 within the program budget.
- Provide an additional lane of travel in each direction on I-70 from Blue Springs to Odessa.
- Modernize I-70 while improving the existing pavement, bridges, and interchanges to enhance safety and mobility.
- Minimize construction impacts with a focus on work zone safety, communication, and construction staging while maintaining mobility.
- Provide expanded employment opportunities while developing and using a diverse workforce.
Best-Value Proposer Selection
The Missouri Highways and Transportation Commission has the Radmacher-Ideker Joint Venture as the apparent best-value proposer and design-build contractor of Improve I-70: Blue Springs to Odessa. The joint venture team consists of contractors Radmacher Brothers Excavating Co., Inc. and Ideker Inc., with designers Wilson and Company, Inc. Negotiations to finalize the contract are currently in progress. Construction is scheduled to begin in approximately September 2025 with an anticipated completion in late 2028.
MoDOT plans to host additional public information meetings in Summer 2025 ahead of construction where project plans and traffic control details for the project will be shared. To learn more about the Design-Build delivery process, click here.
Proposal Highlights
The selected team, Radmacher-Ideker Joint Venture, was one of five shortlisted Design-Build teams. The winning proposal highlights engineering and design endeavors set out before the teams and an understanding of the local, statewide, and national importance of an improved I-70. The winning proposal includes:
- A third lane of I-70 in both directions beginning just west of MO Route 7 in Blue Springs to approximately MO Route H (mile marker 45.3), nearly seven miles past the project requirements.
- Replacement of the existing I-70 lanes with all new full-depth concrete pavement.
- Improved I-70 interchanges at MO Route D in Bates City and at MO Route 131 in Odessa.
- 14 bridge replacements.
- The team has also committed to keeping two lanes of traffic open in each direction during peak travel times.

Improve I-70: Blue Springs to Odessa team will host an industry DBE mixer meeting Monday, March 17. This meeting will allow companies a better opportunity to meet the shortlisted teams competing for the Design-Build contract.

What is Design-Build?
Design-Build is a delivery method that includes hiring one contracting team to complete the design work and build the highway improvement under one contract. MoDOT provides the project goals, budget and schedule and the contractor team completes the work. This technique has been known to significantly save time and provide cost savings.
