Contractor selected for sixth Improve I-70 project: Kingdom City to Warrenton

JEFFERSON CITY – The Missouri Highways and Transportation Commission (MHTC) has selected the Millstone Weber Team as the apparent best-value proposer and Design-Build contractor of the next project in MoDOT’s Improve I-70 Program, between Kingdom City and Warrenton. The team consists of contractor Millstone Weber, designer Jacobs, Inc., and key partner WSP. Negotiations to finalize the contract are currently in progress.

Improve I-70: Kingdom City to Warrenton is a $583 million project that will add a third lane to each direction and make other improvements along 44 miles of Interstate 70 from Kingdom City to Warrenton. This project is the sixth in a series of projects which will widen and improve the I-70 corridor. Missouri’s FY2024 budget from the General Assembly and signed into law by the governor provides $2.8 billion in General Revenue and bonding authority for the costs to build a third lane of I-70 across the state. The program will plan, design, construct, reconstruct, rehabilitate, and add a third lane in each direction on nearly 200 miles of I-70, from Blue Springs to Wentzville.

“Choosing the Millstone Weber Team as the Design-Build contractor for the Improve I-70: Kingdom City to Warrenton project is another important milestone for MoDOT’s Statewide Improve I-70 Program,” said MHTC Chairman Warren Erdman. “With this award, six out of eight expansion projects are now moving forward in this historic $2.8 billion investment – an investment that will benefit Missouri’s growing communities well into the future.”

The selected team was one of four shortlisted Design-Build teams. Their winning proposal includes:

  • A third lane in each direction of I-70, as well as the replacement of all existing I-70 pavement between Kingdom City and Warrenton with all new full-depth concrete pavement.
  • Three bridge replacements.
  • Six bridge rehabilitations.
  • A fourth lane along eastbound I-70 at Mineola Hill (climbing lane).
  • Redesigned Norfolk Southern Railroad Crossing at High Hill.

“Millstone Weber is proud to be selected to deliver the Improve I-70: Kingdom City to Warrenton project and grateful to MoDOT for their confidence in our team which includes Jacobs and WSP,” says Executive Vice President and Chief Engineer of Millstone Weber, Bob Leingang. “This project is a generational investment in the I-70 corridor, initiated by the Missouri legislature, and we are committed to delivering a safer and more reliable transportation system for everyone who uses it. Currently delivering the first project in this program from Columbia to Kingdom City, we are ready to build on this momentum. We are excited to keep working closely with MoDOT and stakeholders to make this project a success.”

The next steps include finalizing the contract, and the contractor team will be doing more detailed design of the roadway improvements and outlining the construction schedule with traffic control plans. MoDOT will host public information meetings in early 2027 as these details are available. Construction is scheduled to begin in Spring/Summer 2027 with an anticipated completion in late 2030.

Only two more Improve I-70 projects remain in the procurement process (Improve I-70: Odessa to Concordia and Improve I-70: Concordia to Boonville) and are anticipated to be awarded by May 2027 with total statewide completion anticipated in late 2030. Design-Build is a project delivery method that combines both the design and construction phases into one contract. The selected contract team completes the design and construction in parallel instead of in succession, which saves time and resources. The goals for the Kingdom City to Warrenton project include:

  • Deliver the project by Dec. 31, 2030, within the program budget.
  • Provide a third lane of travel for eastbound and westbound I-70 from Kingdom City to Warrenton.
  • Modernize I-70 while improving pavement, bridges, and interchanges to enhance mobility and freight movement.
  • Minimize construction impacts with a focus on work zone safety, communication, and construction staging while maintaining mobility.
  • Provide expanded employment opportunities while developing and using a diverse workforce.
