Under Sections 226.500 to 226.600, RSMo and 7 CSR 10-6, outdoor advertising is regulated to promote highway safety, convenience, and enjoyment of highway travel, along with preserving the natural scenic beauty of highways and adjacent areas.  The Missouri Department of Transportation is required to regulate the location, size, spacing and lighting of outdoor advertising signs.  Failure to provide effective control could cause the State of Missouri to lose up to ten percent of its annual share of Federal Highway Administration construction money as provided in 23 USC 131 (b) and Missouri's federal-state agreement between MoDOT and the Federal Highway Administration dated February 22, 1972.
