Frequently Asked Questions:

Will noise walls be installed?

A Noise Study is required due to the addition of capacity on Route 14 (South Street).  This Noise Study will look at existing traffic and traffic noise levels.  The existing noise levels will be used to calibrate a model that will predict the future noise levels of the capacity improvement.  If traffic noise impacts are identified, noise abatement shall be considered and evaluated for feasibility and reasonableness.

Will any land be purchased for the Route 14 widening project?

MoDOT is in the process of determining the footprint needed for the Route 14 improvements. Letters to adjacent property owners have been sent out, but in no way does receiving a letter mean that MoDOT is interested in acquiring the Right-of-Way from those property owners.  The letters only seek permission for MoDOT employees or contractors to perform the preliminary surveys needed.  Once the preliminary surveys are performed and MoDOT determines the needed footprint, a Right of Way representative will contact the affected landowners to begin the acquisition process. For more information on the acquisition process, please see the Pathways of Progress display above.

What is the Cost-Share Program?

The purpose of the Cost Share Program is to build partnerships with local entities to pool efforts and resources to deliver state highway and bridge projects. The Missouri Department of Transportation (MoDOT) allocates Cost Share funds based on the Missouri Highways and Transportation Commission’s (MHTC) approved funding distribution formula.  Projects are selected by the Cost Share Committee, which consists of the Deputy Director/Chief Engineer, Chief Financial Officer, Assistant Chief Engineer, and two members selected by the Director.  They are then recommended for approval by the MHTC via a Statewide Transportation Improvement Program (STIP) amendment.

Sometimes, local entities decide they would like to make some project-related improvements or enhancements at the same time as a MoDOT project.  For this type of situation, MoDOT offers the Cost Participation program.  Eligible entities can save on contractor mobilization and other costs by partnering with MoDOT.
