Project Summary
This project includes improvements to the northbound U.S. Route 63 entrance and exit ramps, Boone County Route AC (Grindstone Parkway), New Haven Road, and Lenoir Street. This area has been identified for enhancements due to increased congestion in the area. The work will also improve safety for all users and increase accessibility for bicyclists and pedestrians.
We are held an online public hearing for this project. Comments were accepted from May 23-June 19, 2022. Please review the information below.
An in-person, open house style public hearing was held on Thursday, June 9, 2022, from 4:30-6:30 at the New Haven Elementary School Gymnasium.

What is the work taking place?
This project is being designed to expand traffic capacity on the east side of the Route 63/Grindstone Pkwy interchange, enhance safety for all users, and improve access for all users. Some local business' and the New Haven Elementary School entryways will be adjusted to improve traffic flow and safety.
When will work take place?
The project was scheduled to be put out for bids in fall 2024. Construction began in spring of 2025 and is scheduled to be complete by December 2026.
What is the cost of the project?
In November, the Missouri Highways and Transportation Commission awarded the $10,991,730 project to Emery Sapp & Sons, Inc.
Will the commuter lot be impacted?
This project will require the removal of the commuter lot located in the southeast corner of the interchange. Its removal will allow for the installation of the new loop ramp to Route 63. We are currently evaluating possibilities for relocating the commuter lot, but have not yet identified a suitable space.
Will additional right of way be required for construction of this project?
Yes. We are estimating the project will require the acquisition of approximately 15 acres. Based on our current timeline, right of way acquisition plans will be available in summer 2022.
Will the project include any work on the west side of the interchange?
No. For the near-term, traffic flow can be improved with the work proposed on the eastern side of the interchange. The existing overpass bridge was rehabilitated in 2019 and is in good condition.
Project Milestones
MoDOT Central District held a virtual and in-person public hearing as part of the planning process of this project. The open house-style hearing provided the opportunity for nearby residents, businesses and travelers to learn about and provide comments regarding the interchange and roadway improvements to the interchange.
This project was part of MoDOT's October 2024 letting. In November, the Missouri Highways and Transportation Commission awarded the $10,991,730 project to Emery Sapp & Sons, Inc. The notice to proceed was December 2024.
The project started February 2025.
At this time, construction is anticipated to be completed by July 2026.
