Federal Discretionary Grant Applications

MoDOT competes for federal discretionary grants that are awarded by the U.S. Department of Transportation based on merit and eligibility. Applications undergo a rigorous peer review by a panel of subject matter experts. After multiple layers of review, a final funding decision is made based on the quality of the application and how well the proposed project will fulfill the program’s mission.

 

Competitive Highway Bridge Program

The U.S. Congress in 2018 directed the Federal Highway Administration to make $225 million available to rural states to compete for in Competitive Highway Bridge Program (CHBP) grants.

By law, the funds are restricted to states with a population density of less than 100 people per square mile. Twenty-five states qualify: Alabama, Alaska, Arizona, Arkansas, Colorado, Idaho, Iowa, Kansas, Maine, Minnesota, Mississippi, Missouri, Montana, Nebraska, Nevada, New Mexico, North Dakota, Oklahoma, Oregon, South Dakota, Texas, Utah, Vermont, West Virginia and Wyoming.

The funds must be used for highway bridge replacement or rehabilitation projects on public roads that leverage the efficiencies associated with "bundling" at least two highway bridge projects into a single contract.

 

BUILD GRANTS

The Better Utilizing Investments to Leverage Development, or BUILD Transportation Discretionary Grant program, provides a unique opportunity for the DOT to invest in road, rail, transit and port projects that promise to achieve national objectives. Previously known as Transportation Investment Generating Economic Recovery, or TIGER Discretionary Grants, Congress has dedicated nearly $5.6 billion for nine rounds of National Infrastructure Investments to fund projects that have a significant local or regional impact. 

In each competition, DOT receives hundreds of applications to build and repair critical pieces of our freight and passenger transportation networks. The BUILD program enables DOT to examine these projects on their merits to help ensure that taxpayers are getting the highest value for every dollar invested.

 

INFRA GRANTS

The INFRA Grants program provides dedicated, discretionary funding for projects that address critical issues facing our nation’s highways and bridges. INFRA grants will support the Administration’s commitment to fixing our nation’s crumbling infrastructure by creating opportunities for all levels of government and the private sector to fund infrastructure, using innovative approaches to improve the necessary processes for building significant projects, and increasing accountability for the projects that are built.
