MoDOT employees are working to design a project which will improve the intersection of U.S. Route 59/Route 752/Route U in southern St. Joseph. 

In redesigning the intersection, both permanent and temporary right of way will be required. MoDOT right of way staff will be reaching out to affected property owners in the coming months.

Public Input Opportunity

MoDOT will offer three opportunities to receive community feedback regarding the intersection improvement project

 

  1. An in-person public meeting will be held on Nov. 1, 2022, from 4:30 - 6 p.m. at Hosea Elementary School located at 6401 Gordon Ave., St. Joseph, MO 64504 . This will be an open house style meeting and community members are welcome to drop by anytime between 4:30 - 6 p.m. to speak with project experts and provide feedback. No formal presentation will be made. 
  2. View the information on this webpage and utilize the form at the bottom of the page to submit your comments and/or sign up for project-specific updates. Comments must be submitted by Friday, Nov. 18, 2022.

Contractor Bid and Award

This project will be apart of the March 2024 letting when contractors will be able to submit competitive bids to construct the project. 

The Missouri Highways and Transportation Commission will review all bids and awards at the April 2024 meeting.

Project Construction

This project currently has a June 2024 notice to proceed, which is the earliest date the contractor may begin work.

When the contract is awarded, the contractor will work with MoDOT to determine the exact schedule of work.

About the project:

Project plans are underway for intersection improvements at Buchanan County U.S. Route 59 and Routes 752 and U. The southern St. Joseph intersection is vital to local, motor carrier and rail traffic. The intersection improvement project aims to improve tractor-trailer turning movements and increase capacity for vehicles stopped at the Route U train crossing.

Frequently Asked Questions:

Q: Will the road be closed during construction?

A: Yes, during construction Eureka Street at U.S. Route 59 will be closed. Also, various roadways accessing U.S. Route 59, Route 752 and Route U will see temporary closures throughout the duration of the project. These routes include: 

 - Roads along U.S. Route 59: Kentucky Street, the alley between Kentucky Street and Alabama, West Valley, and Route 752 east of U.S. Route 59

- Roads along Route U: Stockyards Expressway 

- Roads along Route 752: Lake Avenue, Brown Street and Sherman Street.

Closure timeframes will be determined prior to start of construction in 2024.

Q: Will MoDOT need to acquire any right of way?

A: Yes. MoDOT's Right of Way staff and consultants are beginning the process of contacting property owners for any necessary right of way needed for the project. Right of way discussions are anticipated to continue through 2023. 

Q: How will construction affect local businesses? 

A: MoDOT is committed to ensuring that businesses and patrons within the project limits maintain access throughout the duration of the project.

Q:  Why not install traffic signals?

A: Current traffic modeling indicates that signals are not warranted for these intersections. MoDOT will continue to monitor the intersections and traffic models. 

Q : Why not build a bridge over the railroad?

A.  The proximity of the railroad to U.S. Route 59 does not allow enough room to build a bridge over the railroad. In order to build a bridge, the intersection would have to move several hundred feet to the east to realign with U.S. Route 59. This would require acquiring a large amount of right of way including private residences, significantly impacting area neighborhoods.
