MoDOT is hosting two open-house public hearings regarding the Blue Springs to Odessa project. No formal presentation will be made. The public can attend the meetings any time between 4 and 6 p.m. The information will be the same at each meeting location. Engineers from MoDOT and the Design-Build contractor team will be present to answer questions. Meeting information and a place to leave comments or ask questions will be available on the project webpage beginning August 4 through September 3.

  • Monday, Aug. 4, 2025, from 4 to 6 p.m. at Vesper Hall located at 400 NW Vesper St. Blue Springs, MO 64014.
  • Tuesday, Aug. 5, 2025, from 4 to 6 p.m. at the Odessa Community Building located at 601 W Main St. Odessa, MO 64076.

The project includes removing the current median crossovers on U.S. 67 at Routes A and C and installing J-turns. During the meeting, MoDOT will share two alternatives for J-turns at these intersections. 

With a J-turn, motorists will no longer cross fast-moving lanes of traffic. Drivers at a J-turn intersection turn right in the same direction of traffic, merge into the left lane, and then make a U-turn in the direction they intend to travel. 

This is a safety improvement project. J-turn intersections have been shown to reduce right angle crashes, also known as T-bone crashes. This crash type is most responsible for fatalities and serious injuries at intersections. In fact, J-turns at similar intersections throughout Missouri and the nation have shown a substantial decrease in fatal and serious injury crashes.

Tentatively, the project is expected to be let in March 2026. Construction could begin as early as May 2026. Completion is anticipated by early 2027.

An in-person public meeting will be held on Tuesday, July 29, 2025, at the Centertown City Hall from 4:30 to 6 p.m. Members of the project team will be on hand to answer questions, provide information, and receive direct feedback on construction staging and answer questions from the community. There will be no formal presentation, so members of the public can come and go as they please. By participating and commenting, the public can help MoDOT determine what best serves the needs of the roughly 1,500 motorists who use the bridge on an average day while being responsible stewards of available funding.

The Missouri Department of Transportation plans to improve two bridges in Scott and Cape Girardeau Counties. The bridge projects include:  

  • Replacing the Route C bridge over St. John’s Drainage Ditch, located between County Road 407 and County Road 425 east of Morley, Missouri in Scott County.
  • Rehabilitating the Route BB bridge over Caney Creek, located between County Road 476 and County Road 481 in Cape Girardeau County.
