U.S. Route 63 at Route CC/Roy Barnes Road and Crofton Hall Road, both in northern Boone County, near Sturgeon, has experienced 14 crashes over the past five years, resulting in one fatality and four serious injuries.

A safety improvement project for this corridor is scheduled for 2026. The current plans include removing the existing crossover and adding acceleration and deceleration lanes to Route CC and Roy Barnes Road, along with new lighting at the intersection, and adding acceleration and deceleration lanes at Crofton Hall Road on southbound U.S. Route 63.

As part of the project, Old Highway 63 will be extended, and two driveways between Crofton Hall Road and Roy Barnes Road will have access changed from U.S. Route 63 to the new Old Highway 63 extension (the current southern portion of Old Highway 63, adjacent to Crofton Hall Road, will be resurfaced).

Public Meeting

An in-person public meeting will be held on Tuesday, Dec. 9, 2025, at the Sturgeon City Hall from 4:30 to 6 p.m. Members of the project team will be on hand to answer questions, provide information, and receive input about the project. There will be no formal presentation, so members of the public can come and go as they please. By sharing feedback, the public can help MoDOT identify the best solution to meet the needs of the approximately 15,000 motorists who travel U.S. Route 63 each day – while ensuring responsible use of available funding and the interests of the local community and residents.

Planning and Design Phase

The Missouri Department of Transportation is planning improvements to enhance safety and traffic flow at two intersections on U.S. Route 63 in northern Boone County: at Route CC/Roy Barnes Road and at Crofton Hall Road. 

At Route CC/Roy Barnes Road, the current plans are to remove the existing crossover, add acceleration and deceleration lanes on both north and southbound U.S. Route 63, and install new lighting.  

On southbound U.S. Route 63 at Crofton Hall Road, new acceleration and deceleration lanes are planned.

Additionally, Old Highway 63 will be extended, and two driveways between Crofton Hall Road and Roy Barnes Road will have access changed from U.S. Route 63 to the new Old Highway 63 extension. The southern portion of Old Highway 63, adjacent to Crofton Hall Road, will be resurfaced.

The estimated total cost (engineering and construction) for this project is $3 million. This cost may change.

Public Involvement and Community Input
Dec. 2 - Dec. 23, 2025

During the three-week comment period running Dec. 2 – Dec. 23, 2025, the community and interested parties will have multiple avenues to learn about, ask questions, and submit input regarding the planned work and associated traffic impacts. 

  1. In-person - An open-house-style public meeting will be held Tuesday, Dec. 9, 2025, from 4:30 to 6 p.m. at the Sturgeon City Hall, located at 303 E. Fire Station Drive, in Sturgeon. The project team will be on hand to answer questions, provide information, and receive input about the project. There will be no formal presentation, so attendees may come and go as they please at any time during the advertised hours.
  2. Online - All meeting exhibits are available on this website, and feedback may be submitted using the form below by Dec. 23, 2025.

Project Letting, Award, and Notice to Proceed

The project is currently scheduled to be part of MoDOT's May 2026 letting, when contractors may submit competitive bids. The Missouri Highways and Transportation Commission may award the contract as part of their July 2026 meeting and, if the contract is awarded, a notice to proceed date will also be given. That is the earliest date the contractor may begin work.

Construction could begin in 2026, but the exact schedule will not be determined until after the contract is awarded. 

At this time, the roadway is expected to remain open, but motorists will encounter lane closures throughout the construction process.

Why is MoDOT making these changes and improvements?

This work is being done to improve safety and traffic flow through this section of U.S. Route 63, which has experienced 14 crashes over the past five years. One of those crashes resulted in a fatality and four involved serious injuries.

The majority of the crashes at Route CC/Roy Barnes Road were directly related to the crossover, including five right-angle crashes.

Several crashes at this intersection and in the area of Crofton Hall Road/McComas Road, were rear-end crashes, which the addition of acceleration and deceleration lanes can help prevent.

What changes will be made as part of the project?

The current plans include removing the existing crossover and adding acceleration and deceleration lanes to Route CC and Roy Barnes Road, along with new lighting at the intersection and adding acceleration and deceleration lanes on southbound U.S. Route 63 at Crofton Hall Road.

Old Highway 63 will be extended, the currently-utilized southern portion resurfaced, and two driveways between Crofton Hall Road and Roy Barnes Road will have new access on the new Old Highway 63 extension. This new access will be safer than the current configuration where motorists leaving these driveways must join high-speed traffic on U.S. Route 63. 

Will any of the roadways be closed during construction?

At this time, the roadways are expected to remain open, but motorists will encounter lane closures throughout the construction process. There may be turning restrictions through construction, but access to all businesses and residences will be maintained throughout the project.
