What is the current situation?
As part of the Statewide Transportation Improvement Program (STIP), MoDOT budgeted an estimated $78.1 million for the construction of the safety and congestion improvements along the Route 47 corridor in Washington, Union, and St. Clair. This corridor is over 70 years old, as Route 47 from Union to St. Clair was built in 1948, and the portion between Washington and Union was built in 1962.
Congestion is a major concern along the corridor. MoDOT conducted a study to identify issues and potential improvements related to Safety and Mobility, Intersections and Access Management, and Condition of Existing Infrastructure.
The project is currently concluding the Conceptual Study and transitioning into the Preliminary Design Phase. Over the Winter, MoDOT conducted a Project Delivery Determination workshop. We are proceeding with a Design-Bid-Build (DBB) delivery method where our design consultant will develop Preliminary, Right-of-way, and construction plans that a contractor can submit a bid for. The DBB delivery method will allow MoDOT to continue our public engagement activities throughout the design process. MoDOT has selected HNTB and its partners as the engineering consultant to complete the Preliminary and Final Engineering Design services. Ongoing field work along the corridor include utility locates and survey data collection. Property owners may also receive letters from MoDOT in summer 2026 regarding environmental and geotechnical surveys. Community engagement activities are expected to increase early this summer when the new contract is in place.

The project team is currently finalizing the Conceptual Study, which identifies preferred
alternatives and improvements for the corridor. This work is informed by valuable public input
gathered throughout the study, along with an evaluation of how well each alternative meets the
project goals.

Daily Traffic Count
According to traffic data collected for the project in May 2024, the daily traffic volumes along the corridor are:

13,200-14,600 vehicles per day between St. Clair and Union

39,400 vehicles per day on the combined segment of Route 47 and U.S. Route 50

17,600 – 20,600 vehicles per day between Union and Washington, with the highest volumes near the intersections with U.S. Route 50 and Route 100
