MoDOT employees designed a project which will remove the southbound Clinton County I-35 (Lathrop) and Platte County I-29 (Dearborn) rest areas and convert them into truck parking facilities. 

Lathrop I-35 truck parking total spaces: 20 (addition of 8 spaces)

Dearborn I-29 truck parking total spaces: 37 (addition of 14 spaces)

Contractor Bid and Award

The project was a part of the January 2023 letting where contractors were able to submit competitive bids to construct the project. 

The Missouri Highways and Transporation Commission reviewed all bids and awards at the February 2023 meeting, and the project was awarded to Emery Sapp & Sons, Inc.

The rest areas, including parking, will be close permanently beginning the morning of Thursday, March 16. 

The new truck parking facility on southbound I-29 near Dearborn opened in November 2023. Due to utility delays, the location on southbound I-29 near Lathrop is scheduled to open in early 2024.

Q: Why remove the rest areas? 

A: When Missouri began constructing rest areas based on criteria established in 1968, they were designed to provide travelers with restroom facilities and a place to stretch their legs. With more private businesses now providing these same opportunities, the need for consumer rest areas is not as critical as it once was.

The decision to convert the southbound Clinton County I-35 and Platte County I-29 was made based on a need for increased truck parking and available funding to upgrade and maintain rest areas. Rather than abandon rest areas, MoDOT plans to convert the Clinton County I-35 (Lathrop) and Platte County I-29 (Dearborn) southbound rest areas to truck parking to help meet the needs of commercial vehicles and decrease the renovation and upkeep costs associated with traditional rest areas.

More truck parking has become an increasingly critical need. It is estimated that up to 35% of the Average Daily Traffic (ADT) on Missouri’s interstates are commercial vehicles.

A: Additional truck parking and vault-style restrooms will be added to each of the locations. 

 

Q: Will the rest areas be closed during construction? 

Yes, each rest area will close during demolition and construction of the new truck parking. Construction will begin March 16, 2023 and the new truck parking facilities are expected to open in late October 2023.
