JACKSON AND LAFAYETTE COUNTIES – The public is invited to public hearings regarding the Improve I-70: Blue Springs to Odessa project from 4 p.m. to 6 p.m. on Monday, Aug. 4, in Blue Springs, and from 4 p.m. to 6 p.m. on Tuesday, Aug. 5, in Odessa. This is the third construction project in MoDOT’s Statewide Improve I-70 Program and will add a third lane of travel in each direction to Interstate 70 from Blue Springs to Odessa.
These meetings will highlight the basic design plans, construction phasing, schedule, and other detailed information about the project. Construction is expected to start in September 2025 and be completed by late 2028.
The open house-style hearings will provide the opportunity for nearby residents, businesses, and travelers to learn about and provide comments regarding the planned improvements. No formal presentation will be made. The public can attend the meetings any time between 4 and 6 p.m. The information will be the same at each meeting location. Engineers from the Missouri Department of Transportation and the Design-Build contractor team, the Radmacher-Ideker Joint Venture, will be present to answer questions.
Written and recorded oral statements and exhibits can be submitted at the hearing. People can also review materials and make comments on the project website beginning on Monday, Aug. 4 at www.modot.org/projects/improvei70/bluespringsodessa. All comments must be received by Wednesday, Sept. 3.
The meeting details and locations are:
- Monday, Aug. 4, 2025, from 4 p.m. to 6 p.m. at Vesper Hall located at 400 NW Vesper St. Blue Springs, MO 64014.
- Tuesday, Aug. 5, 2025, from 4 p.m. to 6 p.m. at the Odessa Community Building located at 601 W Main St. Odessa, MO 64076.
The planned improvements from contractor team includes:
- A third lane of I-70 in both directions beginning just west of MO Route 7 in Blue Springs to approximately MO Route H (mile marker 45.3), nearly seven miles past the project requirements.
- Replacement of the existing I-70 lanes with all new full-depth concrete pavement.
- Improved I-70 interchanges at MO Route D in Bates City and at MO Route 131 in Odessa.
- 14 bridge replacements.
- The team has also committed to keeping two lanes of traffic open in each direction during peak travel times.
Missouri’s FY2024 budget from the General Assembly signed into law by the governor provides $2.8 billion in General Revenue for the costs to build a third lane of I-70 across the state. The program will plan, design, construct, reconstruct, rehabilitate, and add a third lane in each direction on nearly 200 miles of I-70, from Blue Springs to Wentzville.
