MoDOT Public Notice: Route W Black River Bridge in Butler County

The Missouri Department of Transportation is in the process of completing a National Environmental Policy Act (NEPA) evaluation for the replacement of the Route W bridge over Black River in Butler County (Bridge F0559). Completion of the NEPA evaluation is anticipated in April 2020.

Study Area

The project-specific study area is located under and around the Route W bridge over Black River in Butler County (Bridge F0559). The study area has been evaluated and requires Section 4(f) documentation. The study limits encompass an area measuring a total area of one acre running from the northside to southside of Route W under the eastside of Bridge F0559.

Section 4(f)

Section 4(f) of the U.S. Department of Transportation Act of 1966 (49 USC 303), hereinafter referred to as "Section 4(f),” protects publicly owned parks, recreation areas, wildlife refuges, waterfowl refuges, and significant historic resources. Below is the Section 4(f) property identified by MoDOT. If you are aware of any other potential Section 4(f) resources, please comment on them as per instructed below.

Hilliard Access is a boat access under Bridge F0559 to the Black River located near the Sun Conservation Area. The Hilliard Access is a Section 4(f) resource. For safety reasons, the Hilliard Access will be temporarily closed to the public for approximately 3-4 months during construction. However, the Hilliard Access boat landing may be used during construction for staging, river access for construction, or reconstructed if necessary.

In compliance with Section 4(f) and its implementing regulations codified at 23 CFR Part 774, the FHWA in cooperation with MoDOT provides public notice of its proposal to make a Section 4(f) de minimis effect determination on Hilliard Access; and to provide the opportunity for public review and comment of this proposed determination.

Individuals and organizations wishing to comment on the project updates and/or regarding the de minimis impact to the Hilliard Access may submit their feedback to MoDOT’s Southeast District in the following ways:
