The driving surfaces (bridge decks) of the Big Creek and Shootman Creek bridges on Carroll County Route UU, east of Carrollton, were in poor condition. Both bridges were striped as a one-lane bridge and the Big Creek Bridge's condition limited vehicles more than 16 tons to only 15 miles per hour on the bridge. They were both rehabilitated, and the roadway was reopened to traffic on March 9, 2023.

Planning & Design Phase

MoDOT's Planning and Design team, along with a consultant team, designed a project which will replace the deteriorating deck of both bridges.

Improvements included in the design:

  • Bring the bridges' railings up to current standards
  • Widen both bridges to 22 feet to accommodate two-way traffic
  • Substructure repair
  • Strengthening the superstructure on the Big Creek Bridge, where necessary, in order to remove the load posting for vehicles over 16 tons

Contract Letting, Award & Notice to Proceed

The projects to rehabilitate the Big Creek and Shootman Creek bridges on Carroll County Route UU were bundled with four other bridge rehabilitation projects. These projects are in Caldwell, Carroll, Grundy & Livingston counties. The project for these six bridges was part of the October 2021 letting where contractors submitted competitive bids on the project bundle. The Missouri Highways and Transportation Commission awarded the $4,626,301.91 project to Capital Paving & Construction, Inc. at their November 2021 meeting. At that time they gave the contractor a Jan. 3, 2022 Notice to Proceed. This is the earliest date the contractor could begin work.

Project Construction

The contractor closed Route UU to all traffic in early September 2022 and crews reopened the roadway to all traffic on March 9, 2023.

Q: Why is MoDOT closing the road during construction?

A: MoDOT strives to be a good steward of taxpayer money. By closing the roadway, the contractor will be able to work more efficiently within a shorter construction period, saving taxpayer dollars and reducing the time period construction will affect motorists.

A: A signed detour is not planned. Motorists will need to seek an alternate route.
