Write Up:

MoDOT owns and maintains 52 truck parking, rest areas, and welcome center facilities, with 18 of these being rest areas and welcome centers. MoDOT has identified six rest areas in need of improvements to comply with the Americans with Disabilities Act (ADA). Sidewalk improvements are required at these six rest areas to achieve ADA compliance. MoDOT's maintenance and office facilities are ADA compliant, and all new facilities are designed and constructed to meet ADA standards.

In 2026, upgrades were completed at I 29 Dearborn Northbound, I 35 Lathrop Northbound, and both the eastbound and westbound Boonville facilities on I 70. The eastbound and westbound St. Clair I 44 Rest Areas were demolished and reconstructed. A parking lot reconstruction is planned for fiscal year 2027-2028 to bring these two rest areas into ADA compliance.

In addition, the remaining four rest areas on I 70 are in the process of receiving lot improvements for compliance under the Improve I 70 Truck Parking Project. These include the eastbound and westbound Concordia and Wright City rest areas.                                                         

Purpose of the Measure:

This measure tracks and identifies how many MoDOT facilities need improvements to be in compliance with the Americans with Disabilities Act.

Measurement and Data Collection:

Truck parking, rest area and welcome center inspections are performed by MoDOT staff on a quarterly basis at a minimum. Inspections of these facilities provide the compliance data. The target for this measure is for all facilities to be in compliance with ADA.
