ROW Negotiators and Appraisers

LPA Negotiators

The person identified as the LPA ROW negotiator is required to complete the LPA ROW Negotiator training and must be listed on the LPA Basic Training and ROW Negotiator  Roster. The duration of the approval on this roster is two years.

If an LPA is not adequately staffed to perform these services or has not completed the LPA ROW Negotiator training within the last two years, the use of fee services in the acquisition process is permitted. The fee negotiator will also be required to complete the LPA ROW Negotiator training and be listed on the LPA Basic Training and ROW Negotiator Roster. Use of fee services for land acquisition activities is covered in EPG 136.8.11. Additionally, appraisers and review appraisers must be listed on the approved appraisal roster when reports require value finding and standard appraisal formats per EPG 136.8.6.1.3 Staff and Fee Appraisal Review Activity and Personnel Approval by MoDOT.

  • Certification is for two years. 
  • Certification dates default to May if completed in the months of December through May. 
  • Certification dates default to November if completed in the months of June through November.
  • By May 1, 2024 all individuals negotiating on LPA projects will be required to complete the MoDOT ROW LPA training and be listed on the MoDOT LPA Basic Training and ROW Negotiator Roster.

MoDOT Appraisers

MoDOT maintains a Roster of Approved Contract Appraisers that lists all approved contract appraisers and provides contact information along with which districts they are qualified to work in.

If you would like to be added to the roster, please review EPG  236.6 Appraisal and Appraisal Review - Engineering Policy Guide (modot.org).

Once you have reviewed the EPG you may complete an Application for Employment.  The application and any other required/pertinent information should be sent to corow@modot.mo.gov.

Once your application is reviewed and approved, an email will be sent informing you that you have been added to the MoDOT’s Roster of Approved Contract Appraisers.
