Project Summary
The Phelps County Route HH bridge over Spring Creek, north of Rolla, is slated for replacement in 2027. Built in 1958, the bridge is in poor condition, showing signs it has reached the end of its useful life, and in need of replacement. The existing structure will go from a 20-foot-wide, single-lane bridge to a 24-foot-wide, two-lane bridge.
Construction will require a full roadway closure. No detour will be signed, but signs located well ahead of the closure will alert motorists to use an alternate route.
Public Meeting
An in-person public meeting will be held on Wednesday, May 20, 2026, from 4:30 to 6 p.m. at Fellowship Hall at the Spring Creek Baptist Church, located at 14975 State Route HH in Rolla. Members of the project team will be on hand to provide information and answer questions from the community. There will be no formal presentation, so members of the public can come and go as they please. By participating and commenting, the public can help MoDOT determine what best serves the needs of the roughly 400 motorists who use the bridge on an average day while being responsible stewards of available funding.

Project Progress
The Missouri Department of Transportation is in the process of designing a new bridge on Phelps County Route HH over Spring Creek. The bridge is in poor condition, showing signs it has reached the end of its useful life, and is in need of replacement. The existing structure will go from a 20-foot-wide, single-lane bridge to a 24-foot-wide, two-lane bridge. The project also includes new approach pavement, pavement markings, and barriers.
This project is expected to require new right-of-way acquisition.
The estimated total cost (engineering and construction) for this project is $2 million. This cost may change.
During the three-week comment period running May 13 – June 3, 2026, the community and interested parties will have multiple avenues to learn about, ask questions, and submit input regarding the planned work and associated traffic impacts.

The project is currently scheduled to be part of MoDOT's January 2027 letting, when contractors may submit competitive bids. The Missouri Highways and Transportation Commission may award the contract as part of their February 2027 meeting and, if the contract is awarded, a notice to proceed date will also be given. That is the earliest date the contractor may begin work.
Construction is expected to take place in 2027.

Why wasn’t a bypass considered, or closing one lane at a time?
Due to the cost, right of way acquisition and time required, building a bypass would not be a prudent use of these funds.
Additionally, the bridge is not wide enough to allow for construction one half at a time.
What is the expected completion date for this project?
At this time, the new bridge is expected to be completed by Dec. 1, 2027.
