The Business Route 240 bridge over CPKC Railroad in Howard County, east of Glasgow, is slated for replacement in 2027 or 2028, dependent on contractor scheduling. Built in 1934, the bridge is in poor condition and showing signs it has reached the end of its useful life.  

Construction of a new bridge will require a full roadway closure. A signed detour is planned over Missouri Route 240, 5, and Business Route 240.

PUBLIC MEETING

An in-person public meeting will be held on Thursday, Sept. 3, 2026, at the Armstrong City Hall from 4:30 to 6 p.m. Members of the project team will be on hand to provide information and answer questions from the community. There will be no formal presentation, so members of the public can come and go as they please. By participating and commenting, the public can help MoDOT determine the design and construction plan that best serves the needs of the roughly 700 motorists who use the bridge on an average day, while being responsible stewards of available funding.

Planning and Design Phase

The Missouri Department of Transportation is in the process of designing a new bridge on Business Route 240 bridge over CPKC railroad in Howard County. The new bridge will be 28 feet wide, 1 foot wider than the current structure. The project also includes new approach pavement, barriers, pavement marking, and raising the bridge to meet current railroad requirement. 

The project is expected to be constructed on existing right of way.  

The estimated total cost (engineering and construction) for this project is $5.1 million. This cost may change.

Public Input
Aug. 27 – Sept. 17, 2026

During the three-week comment period running Aug. 27 – Sept. 17, 2026, the community and interested parties will have multiple avenues to learn about, ask questions, and submit input regarding the planned work and associated traffic impacts.  

  1. In-person - An open-house-style public meeting will be held Thursday, Sept. 3, 2026, from 4:30 to 6 p.m. at the Armstrong City Hall, located at 106 Halley Street in Armstrong. The project team will be on hand to answer questions, provide information, and receive input about the project. There will be no formal presentation, so attendees may come and go as they please at any time during the advertised hours. 

  2. Online - All meeting exhibits are available on this website, and feedback may be submitted using the form below by Sept. 17, 2026.  

  3. By email – Send comments to CDCR@modot.mo.gov by Sept. 17, 2026, with the subject line: Business Route 240 Bridge Replacement over CPKC Railroad in Howard County.

Project Letting, Award, and Notice to Proceed

The project is currently scheduled to be part of MoDOT's May 2027 letting, when contractors may submit competitive bids. The Missouri Highways and Transportation Commission may award the contract as part of their June 2027 meeting and, if the contract is awarded, a notice to proceed date will also be given. That is the earliest date the contractor may begin work.

Project Construction and Traffic Impacts

Construction is expected to take place in 2027 or 2028, dependent on contractor scheduling. The roadway is expected to be closed up to 150 days, subject to change.  

A signed detour is planned to direct motorists to use Missouri Routes 240, 5, and Business Route 240.
