Information from the Wisconsin Department of Transportation - Transportation Engineering and Programming Study

To satisfy the requirements of Wisconsin Act 59, the Wisconsin Department of Transportation (WisDOT) seeks to hire an independent engineer firm to deliver a transportation engineering and programming study by January 1, 2019. The solicitation for this study has been posted on WisDOT’s Doing Business webpage http://wisconsindot.gov/Pages/doing-bus/eng-consultants/solicitations/default.aspx The overall effort will be under the direction of WisDOT’s Inspector General. The anticipated budget for this effort is approximately $330,000, including the 9.0% fixed fee.

Section 9145 defines the three emphasis areas for the study as follows: (a)  Reviews the standards of all other states related to transportation engineering and highway construction and recommends any best practices; (b)  Analyzes the process the department of transportation uses for determining project priority and assesses whether the process uses reasonable financing and completion time assumptions; and (c)  Evaluates the allocation of funds to the state highway rehabilitation, major highway development, and southeast Wisconsin freeway megaprojects programs. The study will result in specific recommendations, including reforms, efficiencies, and best practices to improve the delivery of Wisconsin Department of Transportation engineering and programming activities. It is anticipated that the study deliverables will be submitted in sections, with the comprehensive review draft due by October 29, 2018.

Only those consultants/entities that have not previously conducted business with the State of Wisconsin will be eligible for this project. This restriction applies to all firms (prime and subconsultant) and includes predecessor companies. WisDOT retains the final decision regarding the eligibility of a given entity. From the responses, the top three teams will be interviewed on Friday, April 13 in Madison, WI.
