Environmental will be starting a new process immediately with regards to LPA projects that will be a CE2. The sponsors of the project must now fill-out and submit the SHPO Section 106 Project Information Form that can be found at https://dnr.mo.gov/shpo/sectionrev.htm and send it to your district Environmental contact, prior to beginning the 106 field work or contacting SHPO.
There are 2 reasons for this. First, this is a document that is usually filled-out as part of a project and by providing it to Environmental, MoDOT will be able to notify FHWA to contact the Tribes – an issue we’ve been having with CE2s and FHWA lately. Second, MoDOT staff will be able check the SHPO site & survey database to see if the project falls under our MOU with FHWA and no additional surveys/work on 106 would be needed (EPG 136.6.4.1.1). Doing this may save the sponsor time and money if no survey is actually needed but we need to get the word out to the Sponsors to do this early – could be sent in even before the RER is sent.
If the job is a PCE/EA/EIS, the standard process will be used.
How will they know if it is going to be a CE2- you say? Well, they won’t really but we can assume and tell the locals and consultants that any project over 5 acres of RW/easements or is on new alignment is going to be a CE2.
