Update: Caldwell County Route 13 resurfacing project

ST. JOSEPH, Mo. – The project to repave a section of Caldwell County Route 13 from Mill Creek Drive at the southern city limits of Hamilton to north of Route HH in Kingston has faced multiple delays. Contractors from Phillips Hardy, Inc., working with the Missouri Department of Transportation, began the project in early May 2023. The first stage of the project was expected to be completed in mid-July but is behind schedule due to numerous concrete plant and equipment breakdowns.

MoDOT staff is continuing to work diligently with the contractor to address the ongoing breakdowns and lack of project progress. Crews are prioritizing the completion of Stage 1 (Mill Creek Drive to Route P).

By contract, all work on the Route 13 resurfacing project must be completed no later than Dec. 1, 2023, or the contractor could incur liquidated damages for each day the project goes beyond the contract completion date. However, if it is determined the next phase(s) cannot be completed this season, construction will shut down for winter restoring access to Route 13.

Any other remaining work will resume the in the spring of 2024.

During the continued closure, a detour is in place directing motorists on U.S. Route 36, Interstate 35, Route 116 and Route 13 around the closures. The contractor will maintain access for local traffic, however, increased delays should be anticipated.
