MoDOT Announces Prequalified Teams for I-55 Design-Build Project

JEFFERSON COUNTY - MoDOT has received Statements of Qualifications (SOQs) from teams interested in competing for the contract to design and construct improvements on I-55 from Route M to south of US-67, and on US-67 from US-61 to south of Route CC in Jefferson County. The SOQs have been evaluated and two teams have been prequalified to proceed.

The prequalified teams are as follows:

  • KCI Construction Company with Bartlett & West and Wilson & Company
  • Millstone Weber with Jacobs

There are still opportunities for additional consultants and subcontracting firms to be added to each team.



Design-build is a project delivery method that combines both the design and construction phases into one contract. The selected contract team completes the design and construction in parallel instead of in succession, which saves time and resources.



MoDOT has established design-build goals for the project to improve safety, reliability, and infrastructure on the I-55 corridor. The design-build teams will develop a proposal to achieve the projects goals:

  1. Deliver the project within the program budget.
  2. Maximize reliability and safety on I-55 and US-67.
  3. Provide a durable and maintainable transportation system compatible with regional development.
  4. Construct the project safely and minimize impacts to customers.
  5. Complete the project on schedule utilizing a diverse workforce.

MoDOT will issue the Request for Proposal in March. The department will continue to work through the procurement process into the summer. The team should be selected in July, and construction could start as early as fall 2023.
