Four Teams Short-Listed for I-435 South Loop Link Project

KANSAS CITY – The Missouri Department of Transportation (MoDOT) has evaluated, rated and short-listed four teams from whom it received Statements of Qualification (SOQ) to compete for the contract to design and build improvements to Interstate 435 from the Kansas state line to Interstate 49.

“We are very pleased that the I-435 South Loop Link Project will proceed with four qualified teams,” said Project Director Perry Allen. “We look forward to working through the procurement process in the coming months to select the best team to deliver this important regional improvement.”

The short-listed teams are as follows:

Clarkson Construction/Burns & McDonnell joint venture

Emery Sapp & Sons/Parsons Transportation Group

Radmacher Bros. Excavating/Wilson & Co.

Idker/Millstone Weber joint venture

Utilizing the Design-Build project delivery method that combines both the design and construction phases into one contract, the team selected will be expected to bring innovation to the project in order to save time and resources.

The contractor team will be selected using a “Best-Value” process to determine the team who can best meet or beat the following goals:

  1. Deliver the project utilizing a diverse workforce within the program budget of $74.8 million by May 1, 2020.
  2. Minimize the impacts to the traveling public during construction.
  3. Maximize safety and peak-period travel speeds on the I-435 corridor.
  4. Minimize future maintenance needs.

MoDOT will issue a Request for Proposal in early August, and the teams’ proposals will be due Oct. 27. The contractor should be selected by the Missouri Highways and Transportation Commission on Dec. 1. Construction is scheduled to begin next summer and will last through the spring of 2020.

The I-435 corridor was originally constructed in 1966 as a six-lane freeway, and an additional lane was added in phases from 1983 to 1994. Improvements have been made over the past 20 years by both MoDOT and the Kansas Department of Transportation, but overall this corridor has been left virtually unchanged. This project will address congestion as well as the aging bridges.

The I-435 South Loop Link project will be the fourth design-build project in MoDOT’s Kansas City District following I-29/35 kcICON (Christopher S. Bond Bridge), Manchester I-70 Bridge and the U.S. Route 69 Fairfax Bridge.
