Project Summary

The Missouri Route 28 bridge over I-44 in Pulaski County, at Exit 163 on the east side of St. Robert, was built in 1961 and carries more that 5,200 vehicles across its aging deck each day. While the supporting structures are in good condition, the deck and substructure are in need of rehabilitation. The existing bridge deck will be hydro demoed, and a latex modified overlay will be applied. The bridge will close for the rehabilitation project, and a signed detour will be in place for a maximum of 68 calendar days.

The Missouri Department of Transportation is designing improvements that should extend the life span of this bridge and provide a smoother ride for motorists.

The estimated cost for these improvements, including engineering and construction, is $621,000. This cost may change.

Open Comment Period: April 9 - 23, 2024

Public Meeting

A public open house will be held April 9, 2024, from 4:30 to 6 p.m. at St. Robert City Hall at 194 Eastlawn Ave, St. Robert, MO 65584. There will be no formal presentation, so attendees may come and go anytime during the open house. Exhibits will outline the work being planned, the proposed detour, and the anticipated timing of construction.

The public is invited to leave comments and questions for the project team in person at the meeting, online or by mail by April 23. Mailed comments should be postmarked on or before April 23 and addressed to:

Project Letting, Award, and Notice to Proceed

The project is currently scheduled to be part of MoDOT's January 2025 letting when contractors may submit competitive bids. The Missouri Highways and Transportation Commission may award the contract as part of their February 2025 meeting and, if the contract is awarded, a notice to proceed date will also be given. That is the earliest date the contractor may begin work.

Project Construction, Traffic Impacts, and Completion

At this time, construction is anticipated to begin in summer 2025. The roadway is expected to close during construction to increase safety and reduce the duration of the project. The contractor will be allowed no more than 68 calendar days for the closure of the bridge, before liquidated damages may be assessed.

Why is MoDOT rehabilitating the Route 28 bridge?

The bridge deck was built in 1961, to extend the life of the structure, repairs must be made. The existing bridge deck will be hydro demoed, and a latex modified overlay will be applied.

MoDOT strives to be a good steward of taxpayer money. By closing the roadway, the contractor will be able to work more efficiently within a shorter construction period, saving taxpayer dollars and reducing the length of time motorists will be impacted by construction.

By contract, the bridge may be closed for up to 68 calendar days. All work is weather-dependent, and schedules are subject to change.

The exact schedule of the closure has not yet been determined. It is vital that stakeholders provide input during the open comment period (April 9 - April 23, 2024) to help the project team determine the parameters that will guide the contractor during the construction process.
