Financial Deadlines

Non-Primary Entitlement (NPE)

  • 2020 NPE grant will be closed July 30, 2026. This grant will not be extended.
  • 2021 NPE - incurred cost prior to Aug. 1, 2026, may not be extended.
  • 2022 NPE - incurred cost prior to July 14, 2026, may not be extended.


2023 IIJA Airport Improvement Grants (AIGs)

We will be asking for all documents and applications by April 15. Contact the MoDOT Aviation Section if you believe your project may have an issue meeting that deadline. 2023 AIG funds not under grant will be swept this year.

 

Note: The NPE dates for 2020, 2021 and 2022 listed above indicate the deadlines by which all related costs must be incurred. All expenditures are required to be completed prior to these specified dates.


FY26 State financial deadlines to submit RFRs will be coming soon!

Notice of Funding Opportunity (NOFO)

Infrastructure investment & Jobs Act (IIJA) Federal Contract Tower

FY 2026 IIJA competitive FAA Contract Tower grants are now open.

Applications are due by 5 p.m. EST Feb. 17.


Grants awarded under this program offer 100% federal participation. For detailed information on the competitive grant program, including the FAA's NOFO, application instructions and the application form (FAA form 5100-144), please visit the FAA Contract Tower Competitive Grant Program website.

Human Trafficking Prevention Month

This January, MoDOT asks everyone to help prevent human trafficking by learning the signs and what to do if you suspect human trafficking is occurring.


According to the National Human Trafficking Hotline, in 2024 there were 272 cases of human trafficking identified in Missouri involving 539 victims. Places such as rest stops, gas stations, convenience stores, fast-food establishments and hotels are common locations for the practice of human trafficking.



If you suspect someone is being forced to engage in any activity from which they can’t leave, call the National Human Trafficking Resource Center hotline at 1-888-373-7888 or text BeFree (233733).


Information is available online at humantraffickinghotline.org. If someone is in immediate danger, call 9-1-1.

Airport Spotlight

Spirit of St. Louis Airport

The Spirit of St. Louis Airport provides economic development for the St. Louis metropolitan areas and surrounding region. An economic benefit study completed by the Missouri Department of Transportation indicated that the airport contributes approximately $400 million annually to the region's economy and is a self-supporting enterprise fund of St. Louis County.


Over 300 aircraft are currently based at the airport which had 142,000 operations in 2025 and sold 7.1 million gallons of fuel. The airport spans 1,300 acers and has two parallel runways with ILS and GPS/RNAV approaches.


Common airport activities:

  • Corporate flying.
  • Air cargo.
  • Flight training.
  • Recreation flying.
  • Organ transplant and medical transport.
  • Search and rescue operations and training.


The airport serves as a gateway for visitors traveling to St. Louis and the surrounding area, accommodating those attending St. Louis regional events. The airport enhances the community’s quality of life by supporting daily law enforcement operations.


Law enforcement operations supported:

  • Customs and Border Protection.
  • Military training and exercises.
  • Prisoner transports.
  • Environmental patrolling.


The airport supports 100-plus on-airport businesses, an FAA air traffic control tower and a ground run-up enclosure (GRE). The Spirit of St. Louis Airport is one of the only corporate general aviation airports with a GRE (used for aircraft noise abatement during maintenance testing), a testament to the airport's commitment to the local community as well as current and prospective tenants.


Other organizations supported:

  • Wings of Hope.
  • Spirit of St. Louis Air Show & STEM Expo.
  • Red Tail Cadet Program (serves at-risk youth).


These organizations provide humanitarian and educational programs that are vital to individuals in the St. Louis region, across the U.S. and around the world.
