Development of Statewide Safety Standard Operating Procedures

This initiative seeks to align MoDOT’s processes and practices with the priority theme of Safety and it’s charge to “Provide a world-class transportation system that is safe”.  Work in this endeavor will be pursued within the context of the Department’s Behavior Based Safety culture.  While seeking to be comprehensive and applicable enterprise-wide, this initiative will also make provision for proper balance of consistency and necessary discretion and discernment for various scenarios.  It will be structured to allow flexibility and growth as emerging technologies, progressive innovations, and changing customer needs enter the landscape.

This effort will be completed in the course of 18 months.  Since it incorporates several different areas of safety, many different departmental employees will participate in the work at various stages.  With necessary rotation, the work will require 4 employees at any given time in the initiative and will require 5-10% of their work time.

The various elements of this initiative are in some fashion already in place.  The work associated with this undertaking is more reflective of a renewed focus and intent than a new practice.  Hence, other than necessary staff time, no additional costs are recognized or identified in pursuing this development.

While no new measurements are determined for this work, necessary tracking of timing, percent completion, and milestone assessment will be part of the effort.  Current Tracker measures associated with this work include Number of Fatalities and Serious Injuries in Work Zones, Total and Rate of MoDOT Recordable Incidents, and General Liability Claims and Costs.
