Ashley Halford, PHR, was appointed Chief Administrative Officer in September 2026. She previously served as Human Resources Director, bringing more than two decades of leadership experience in human resources, risk management, and employee benefits. Since beginning her MoDOT career in 2005, she has served in different capacities, including Claims Administration Manager, Employee Benefits Manager, and Assistant to the Chief Administrative Officer for Employee Health and Wellness.
Halford holds a business management degree with a human resources emphasis from Missouri Western State College and an MBA with a human resources emphasis from William Woods University. Halford has been PHR certified since 2011.
