Project Summary

MoDOT will rehabilitate and redeck bridges over Interstate 44 on Routes 30 and 47 in St. Clair, MO and replace pavement on all four ramps at the Route 47 interchange. This project is needed to replace the deteriorating bridge decks on Route 30 and Route 47, as well as the deteriorated concrete pavement on the I-44 Ramps at the Route 47 interchange.

The project will begin with temporary traffic signals being installed, and shoulder work constructed on the ramp at the Route 30 interchange to accommodate increased traffic from the Route 47 interchange when closed.  Workers will remove the existing aggregate shoulders and new asphalt will be put in its place.  

The project will then proceed in three phases:

  • Phase 1 (April to July 2022):  Bridge deck replacement on the west (Rolla) side of the Route 47 bridge
  • Phase 2 (August to Mid-September 2022) :  Bridge deck replacement on the east (St. Louis) side of the Route 47 bridge
  • Phase 3 (March to May 2023):  Bridge deck replacement on Route 30 over I-44 

All work is weather permitting.  The bridge work is part of Missouri’s Statewide Transportation Improvement Program (STIP) for fiscal year 2022 and included in Missouri Governor Mike Parson’s 2019 Focus on Bridges Program.

WHAT ARE THE IMPACTS TO TRAFFIC?

The Route 47 bridge deck will be replaced in two stages, beginning April 12,  with half of the bridge at a time being constructed.  The traffic signals will be disabled and Route 47 traffic will be reduced to one through lane in each direction across the bridge. Traffic will be detoured to the Route 30 interchange as an alternate route.  Outlined below is information on the three construction phases, along with maps that show impacts to roadway access and the signed detour route that will be in place during construction.  

Phase 1 (April to July 2022) Bridge Deck Replacement on the West (Rolla) Side of the Route 47 Bridge (COMPLETED)

  • The entrance ramp to westbound I-44 requires a full closure during this stage. This area will be needed for the contractor’s staging area to house equipment and store materials for constructing this half of the bridge deck.
  • The westbound I-44 exit ramp to Route 47 will be open to right turns onto northbound Route 47. No left turn access will be allowed to southbound Route 47.
  • The entrance ramp to eastbound I-44 will be open to allow right turns from northbound  Route 47 only.
  • The eastbound I-44 exit ramp to Route 47 will be open to allow right turns onto southbound Route 47 only.  No left turn access will be allowed to northbound Route 47.

Phase 2 (August to Mid-September 2022): Bridge Deck Replacement on the East (St. Louis) Side of the Route 47 Bridge

  • During this phase, the entrance ramp to eastbound I-44 will require full closure. The area will be needed for the contractor’s staging area to house equipment and store materials for constructing the east side of the bridge deck.
  • The eastbound I-44 exit ramp to Route 47 will allow right turns onto southbound Route 47. No left turn access will be allowed to northbound Route 47 during this stage.
  • The entrance ramp to westbound I-44 will be open to right turns from southbound Route 47 only.
  • The westbound I-44 exit ramp to Route 47 will allow right turns only to northbound Route 47. No left turn access will be allowed to southbound Route 47 during this stage.
  • A full closure of the ramps will be required in order to replace the deteriorated concrete pavement on the ramps during this stage.  The ramps will be closed from Aug. 5-8.

Phase 3 (March to May 2023): Bridge Deck Replacement on Route 30 Over I-44

  • Upon completing the replacement of the Route 47 bridge deck and new pavement on the ramps, work will begin on Route 30. 
  • The Route 30 bridge deck over I-44 will be performed with full closure and traffic will be detoured to Route 47. 
  • Sixty-six calendar days have been allotted to complete this phase of the project.

WHAT IS THE COST OF THE PROJECT?

The cost of the project is $4,186,292.07.

 

YOU SPOKE AND WE LISTENED

The original plan included complete ramp closures during the replacement of the Route 47 bridge deck with a completion date of Nov. 1, 2022.  As a result of public feedback, discussions with local business owners and Emergency Management Services staff, MoDOT and its contractor have modified construction plans.  Right turns will now be allowed to and from the Route 47 ramps, when possible, to help provide roadway access and mitigate impacts to local businesses during construction of this project.  

Other options considered for access to Route 47 during the construction project included providing ramps from I-44 onto the adjacent outer roads. However, this option was not deemed feasible due to safety concerns with mixing high speed interstate traffic with two-way traffic on the outer roads.  This option would have required redesigning the plans and approval from the Federal Highway Administration for a temporary shift in access to the interstate, as well as a much higher overall project cost. Allowing right turns from the existing ramp locations is a much more feasible alternative.

 

PROJECT ACCELERATION

MoDOT has offered its contractor an incentive opportunity to reduce the construction time frame needed to replace the Route 47 bridge.  The contract completion date for the Route 47 bridge and ramp work is Nov. 1.  MoDOT is offering an incentive to the contractor of $7000 per day for each day the project is finished prior to Labor Day. 

The project also includes pavement replacement on the ramps which will require a full closure of the ramp for construction. The ramp replacement will occur during the second stage of the bridge deck replacement.  MoDOT is also offering an additional incentive of $2300 per day, per ramp for each day the ramp can be restored to allow right turn access for every day less than a 30 day closure timeframe. 

The incentives are being offered to help encourage the contractor to finish the project ahead of schedule  and to minimize impacts to the St. Clair community and local businesses.
