MoDOT announces prequalified teams for the I-270 North design-build project

ST. LOUIS - The Missouri Department of Transportation (MoDOT) has received Statements of Qualifications (SOQ) from teams interested in competing for the contract to design and construct improvements on I-270 in north St. Louis County between I-70 and the Riverview interchange. These SOQs have been evaluated and two teams have been prequalified to proceed.

 “We look forward to working with these two qualified teams as we continue through the procurement process this fall. Both teams are local St. Louis companies with nationally recognized experience in design-build and interstate highway construction projects,” said I-270 North Project Director Justin Wolf. “The I-270 North Project will be a challenging endeavor, but these two innovative teams are ready to meet the challenge of addressing deteriorating infrastructure while maximizing safety and minimizing impacts to customers.”

Design-build is a project delivery method that combines both the design and construction phases into one contract. This one contract team completes the design and construction in parallel instead of in succession, which saves time and resources.

 MoDOT has established design-build goals for the project to improve safety, reliability, and infrastructure on the I-270 North corridor. The design-build teams will develop a proposal to achieve the project goals:

  1. Deliver the project by December 1, 2023 within the contract amount of $243 million.
  2. Maximize reliability and safety while linking communities for all users.
  3. Provide a durable and maintainable transportation network making Interstate 270 the conduit for a prosperous region.
  4. Grow and utilize a diverse workforce.
  5. Minimize and mitigate impacts to customers through innovation.

MoDOT will issue the Request for Proposal (RFP) in late June. The department will continue to work through the procurement process into the fall. In November, MoDOT will name the team selected to design and build the project. Construction could start as early as spring of 2020 and will be completed before December 1, 2023.
