Five Teams Short-Listed for St. Louis District Safety Design-Build Project

ST. LOUIS – The Missouri Department of Transportation has shortlisted five teams interested in competing for the contract to design and construct new safety projects in the St. Louis region.

The five shortlisted teams are:

  • Gershenson/Burns & McDonnell, a Joint Venture - Gershenson Construction Co, Inc., Burns & McDonnell Engineering Co, Inc. and Shafer, Kline and Warren
  • KCI Construction Company - KCI Construction Company, Thovenot, Wade & Moercehn (TWM), Inc., Quigg Engineering, Inc., T2 Traffic and Transportation and Kwame Building Group
  • Kozney Wagner - Kozney-Wagner, Inc., AECOM Technical Services, Inc. and David Mason & Associates
  • Millstone Weber, LLC - Millstone Weber, LLC, Parsons Transportation Group, Inc., and CBB Transportation Engineers and Planners
  • NB West Contracting Company - NB West Contracting Company, Horner & Shifrin, Inc., Lochmueller Group, Engineering Design Source, Inc., Kivindyo Engineering Services and Professional Services Inc. (PSI)

"We are encouraged by the professionalism and excellence demonstrated by the companies that have expressed interest in this unusual Design-Build project,” said St. Louis Safety Project Director Jim Gremaud. “We look forward to working with them on the next step as we make safety improvements around the region.”

The St. Louis Safety Project will make various safety improvements on state routes in Franklin County and St. Charles County. Design-Build is a project delivery method that combines the design and construction phases into one contract.  This one contract team completes the design and construction in parallel instead of in succession, which saves time and resources. 

MoDOT has established Design-Build goals for the project. They are: 

  • Deliver the project within the budget of $24.11 million
  • Reduce fatal and serious injury crashes by maximizing safety improvements
  • Deliver all improvements with a reasonable service life and low maintenance cost
  • Minimize impacts to the public during and after construction
  • Complete construction on the project by October 1, 2019

The team that best meets or beats those goals will be selected as the Design-Build contractor.

MoDOT will issue Request for Proposals in January 2017. The teams will use that information to prepare their plans for designing and constructing the project.  Their proposals are due to MoDOT in March 2017.  The contractor should be selected in May 2017 and construction could start as early as summer 2017.
