Pace Construction team selected to design, build Route 141 project

ST. LOUIS – Work will start later this year on a project to improve the flow of traffic along Route 141 near I-44 and Vance Road in Valley Park..

Missouri Department of Transportation officials announced today that Pace Construction’s proposal was the apparent best value to design and build the $22 million project in Valley Park. The area is very congested during morning and evening commutes which creates significant delays for people using Route 141.

Pace Construction was one of four design-build contractor teams competing for the project. They are partnered with Kuesel Excavating, AECOM and Lochmueller Group. The design-build process gives prequalified teams the opportunity to use innovative processes to meet established goals for a project. The contractor team whose proposal best meets the project’s goals is determined to be the apparent best value.

“The design-build process gives us great value and lets contractors propose some very innovative ideas. We work with them to ensure that their proposals meet standards. Ultimately, though, we usually get a great deal more for the taxpayers than we do through our traditional bidding methods,” said Greg Horn, MoDOT St. Louis distict engineer.

The project constructs a flyover ramp from southbound Route 141 to eastbound I-44 and makes significant interchange improvements for northbound and southbound Route 141 to westbound I-44. There will also be improved drainage to reduce flash flooding around the interchange.

In addition, the project will improve left turns to Marshall and Vance Road using signalized thru-turns. In a thru-turn, drivers pass the roadway and loop to an outside lane at the signal to make the turn onto the roadway. This means less time waiting at a signal during peak traffic periods and improves the flow of traffic. According to Federal Highway studies, this type on intersection reduces crashes by nearly 40 percent, making it much safer.

Most of the construction will take place during non-peak traffic hours, so it should not impact rush hours through the area significantly. There are no long-term closures scheduled for either Route 141 or I-44.

The next step in the project is for Pace Construction to fine-tune its design plans. When those are complete, MoDOT will hold a public meeting to discuss the overall project and the impacts to commuters and residents of Valley Park.

Construction is expected to begin later this year, and will be complete by mid-2018.
