Faced with deteriorating pavements on
one of the nation's largest state highway systems, inadequate
fiscal resources and public demand for improved roadways, the
Missouri Department of Transportation embarked on a project in
late 2002 that would ultimately improve the condition of the roads
while providing the best value to Missourians.
A pavement team was
created in the fall of 2002. Members included representatives
from MoDOT, the Federal Highway Administration, the Missouri Asphalt
Paving Association and the American Concrete Paving Association
as well as asphalt and concrete paving contractors.
This report was developed
to show the history of MoDOT's pavement-design and type-selection
process, and where the process is headed. Also included
in the report are recommendations, back-up materials and data.
