Kevin L. Keith, P.E., was appointed director of the Missouri Department of Transportation on Nov. 4, 2010.

Mr. Keith’s career with MoDOT spans more than 25 years. He served nearly nine years as the department’s chief engineer, a position that placed him second in authority to the director. Before becoming chief engineer, he served as Transportation Planning Director and, prior to that, as district engineer for MoDOT’s Northwest District headquartered in St. Joseph. He has also worked in Branson, St. Louis and Chillicothe during his tenure with MoDOT.

Mr. Keith is nationally recognized for his innovative efforts implementing “Practical Design” a no-frills approach enabling MoDOT to satisfy customer needs while saving money to put toward more transportation improvements. Practical Design has saved Missouri taxpayers more than $1 billion and has been adopted in numerous other states.

Mr. Keith graduated from the University of Missouri-Columbia in 1982 with a Bachelor’s Degree in Civil Engineering. He is active nationally in the American Association of State Highway and Transportation Officials and is a member of the Missouri Society of Professional Engineers.

He and his wife, Lori, have two children.

As director of the Missouri Department of Transportation, Mr. Keith oversees the agency responsible for designing, building, operating and maintaining Missouri’s transportation system - the seventh largest in the United States with more than 33,000 miles of highway and 10,000 bridges.

Governed by a six-member, bipartisan commission, the agency also works to improve airports, river ports, railroads, public transit systems and pedestrian and bicycle travel.

Dave Nichols, P.E., was appointed chief engineer of the Missouri Department of Transportation on March 4, 2011.

Mr. Nichols began his career with MoDOT in 1984. During his 27-year career, he has served in a variety of leadership roles including district engineer for the department’s northwest district headquartered in St. Joseph. He has also worked in MoDOT’s Kansas City district. As chief engineer, Mr. Nichols oversees MoDOT's construction and maintenance activities statewide.

He is active in the American Association of State Highway and Transportation Officials and the National Society of Professional Engineers. The University of Missouri Civil Engineering Academy has also honored him as a member of its distinguished alumni.

He and his wife, Leslie, have one daughter.


Roberta Broeker, Chief Financial Officer

Roberta Broeker is MoDOT’s chief financial officer, a position she was named to in August 2005. She previously served as the agency’s director of audits and investigations, a position she assumed in April 2000.

As chief financial officer, Mrs. Broeker reports to the department director and oversees MoDOT’s financial and administrative operations, including the agency’s $2.2 billion budget. She manages the agency’s System Facilitation Team, which includes Equal Opportunity and Diversity, Information Systems, Human Resources, General Services, Resource Management, the Controller’s Division and Risk and Benefits Management.

Mrs. Broeker received a bachelor's degree in business administration with a major in accounting in 1980 from Southeast Missouri State University. She came to MoDOT in 1998 from the State Auditor's office, where she was an audit manager.

Mrs. Broeker, a native of Washington, Mo., is a certified public accountant, a certified internal auditor and a certified government financial manager. She is a member of the American Institute of Certified Public Accountants, the Missouri Society of Certified Public Accountants, and the Association of Government Accountants, and has held a number of leadership roles in various professional organizations. She is MoDOT’s representative on the American Association of State Highway and Transportation Officials’ Standing Committee on Finance and Administration.

The department’s chief financial officer manages the System Facilitation Team, whose role is to help the System Delivery team achieve its tangible results.

Equal Opportunity and Diversity, Information Systems, Human Resources, General Services, Risk and Benefits Management, Financail Services and Motor Carrier Services make up the System Facilitation team. The chief financial officer reports to the MoDOT director.
