MoDOT Answers Today’s Questions

The Federal Motor Carrier Safety Administration published the final rule for Unified Carrier Registration on Friday, August 24, 2007. The program’s fee schedule was included in the final rule.

So when can we start applying for UCR?

Barb Hague, a manager at MoDOT Motor Carrier Services and member of the national UCR Board, anticipates that the committee will decide to implement UCR in 2007 during an August 30 conference call. Participating states can begin accepting UCR applications as soon as the Internet-based system is ready. The State of Indiana built the system and expects to launch September 10.

But Missouri didn’t adopt UCR. Where does that leave Show-Me State carriers, brokers and freight forwarders?

Now that we expect UCR will be implemented in 2007, Missouri’s private and for-hire interstate carriers, brokers, leasing companies and freight forwarders must participate by registering in another, participating state.

Though the bill to adopt UCR in 2007 was not passed by the Missouri State Legislature, Missourians must abide by the federal requirement.

Participation in the UCR program is one of MoDOT’s top legislative priorities for 2008. We will work to educate senators and representatives on the issue.

So where can Missouri-based carriers, brokers, leasing companies and freight forwarders register?

If and only if your principal place of business is geographically close to one of the states on the following list, you may register for UCR in:

  • Arkansas
  • Oklahoma
  • Kentucky
  • Tennessee

Otherwise, choose from the list of UCR-participating states in Missouri’s FMCSA region:

  • Iowa
  • Illinois
  • Indiana
  • Kansas
  • Michigan
  • Nebraska
  • Ohio
  • Wisconsin

The Single State Registration System was just reauthorized. What’s going on? Will carriers be forced to register and submit fees to two programs?

Even though legislation is in place for SSRS, the program is voluntary on the part of the states.

The 38 states that participated in SSRS prefer the UCR program. Though several of those states’ safety programs are suffering from the lack of funds formerly provided by SSRS, all agreed that they’ll not restart the program, collect any SSRS fees nor send any registration materials to carriers if UCR is implemented. It now looks as though UCR will begin in 2007, so SSRS will be allowed to expire.

Will I need to renew and pay SSRS fees for January 1, 2007?
No. SSRS expires January 1, 2007.

If SSRS is not extended, will drivers get a ticket for not having a 2007 SSRS receipt?
They certainly should not. Drivers do need to carry the 2006 SSRS receipt for the rest of 2006.  There is no receipt for 2007. If you encounter a problem, please contact MoDOT Motor Carrier Services.

We suggest you keep a copy of MoDOT's SSRS flier on file or in your truck in case a law enforcement officer has questions.

What will replace the SSRS program?
The Unified Carrier Registration program will replace SSRS.

Will MoDOT be able to register me in UCR in 2007?

No. The bill that would have allowed Missouri to participate in UCR this year did not pass the 2007 Missouri Legislature.

The program is federally required, so if the federal government places UCR into effect in 2007, Missouri carriers must pursue UCR registration in a different, participating state.

MoDOT will do its best to help you find a participating state and to understand the registration process.

I have to go to a different state in 2007?  What about 2008?

Missouri will petition for participation in 2008. If next year's State Legislature approves the bill and if the governor signs it into law, MoDOT would be able to serve your UCR needs in late 2008.

Who will participate in the UCR?

As with the SSRS program, for-hire, interstate carriers must comply with the UCR. However, the new program will also apply to interstate exempt carriers, leasing companies, freight forwarders, private carriers and brokers.

Who is creating the new UCR program?

When will the UCR program begin?
The start date is not yet known. Until the UCR program begins or the SSRS program is extended, you will not be required to submit any documentation to your base state.

What will the UCR cost?
The UCR board is proposing a six-tier fee table.  The proposed fee for the lowest tier (0-1 vehicle) is $75.00. Those in the highest proposed fee tier (over 1,001 vehicles) would pay $37,500 in total. 

The fees committee of the UCR board will prepare formal documents for the FMCSA. The FMCSA then have 90 days to publish it, codify the language, adopt or make changes to what the board presented and send it back to the board.

How will the new fees be calculated?
Fees will be based on the number of commercial vehicles a carrier operates. This differs from SSRS fees, which were based on the number of trucks or buses carriers operated and in what states they traveled.

Will I be notified when the new UCR program begins or if the SSRS program is extended?
Yes. When the new UCR Program is ready to implement or if SSRS is extended, MoDOT will mail an application with directions just like we’ve done in the past.

What should companies that carry both interstate and intrastate freight or passengers do about getting intrastate decals?

Mixed carriers are not required to renew their intrastate until either the SSRS program is renewed for 2007 or the UCR program begins. Intrastate decals are not required until the matter is settled.

Can I see what the UCR board is doing?

Any estimate on when the UCR program can begin?

The UCR board thinks the program can begin to be implemented late spring/early summer of 2007.

What has to happen in Missouri for this to work?
Missouri legislators will consider a bill to adopt the UCR in 2007. If it passes as proposed the program could start upon Gov. Matt Blunt’s signature.

If the bill does not pass, Missouri-based carriers will have to travel to another state to register for UCR because federal law requires carrier participation in UCR.

How will carriers register for UCR?

The UCR board hopes to develop a Web-based registration system. It’s possible that the first year might be paper-based.
