IRP - International Registration Plan



 

Through the International Registration Plan, a motor carrier purchases a single, apportioned, interstate license plate in their base state. The plate is honored by all states and 10 Canadian provinces. Apportioned license plates must be renewed each year.

Please note the File By and Pay By deadlines. MoDOT cannot guarantee that applications received after the File By date can be processed by the first day of the new registration period. Be certain to file an application and submit supporting documentation by the File By date.

Completing an Online Renewal
  • Be certain your federal authority is up-to-date. If not, visit the FMCSA website to make it so.
  • Visit www.modot.org/mce and log in.
  • Update information in the account such as
    • Contact name
    • Address
    • Phone number
    • Email address
    • Fax number, and
    • Fleet information on the fleet and account pages
  • Process an online renewal application by the file date
  • Submit payment for the invoice online or by telephone.

When all renewal activity is complete -

including the submission of all documents and payment of fees, a new cab card will be emailed or faxed using the address or fax number on file.

Submitting Supporting Documentation

Each year, motor carriers must provide the following documents:

 
  • A personal property tax receipt showing payment for the vehicle(s) to be renewed.
 
  • A receipt showing payment of the Heavy Highway Vehicle Use Tax – IRS Form 2290 for qualified vehicles in the name of the titled owner or license plate holder.
  • If actions such as deletion of equipment from the account or other changes occur, other supporting documents might be required.
  • The receipt or tax waiver must be in the name of the titled owner or the carrier purchasing the renewed plates.

Submitting Payment

Payment must be made on or before the Pay By date.

  • e-Check - a 10 cent fee applies.
  • Credit or debit card - a fee applies. The fee amount is displayed before payment is processed.



Renewal Notes
  • Apportioned Interstate license plates that are not renewed must be returned to MCS upon expiration.
  • A motor carrier's legal name and/or DBA must match FMCSA and Missouri Secretary of State filings EXACTLY
  • The EIN (tax identification number) submitted to MoDOT and for FMCSA filings must match.
  • A current email address or fax number is needed for electronic delivery of cab cards.
