Statewide Funding Distribution – A funding distribution method determining the correct balance of funding between taking care of the state's existing roads and bridges with building new highways.  The method uses objective criteria to distribute the available funds statewide.

Statewide Transportation Improvement Program – A plan setting forth the specific construction projects MoDOT will undertake in the next five years.  It covers highways, bridges, transit, aviation, rail, waterways, enhancements and other projects.  It is the project-specific product that tells Missourians what improvements to expect on their transportation system during this period.

Amendment 3 – In November 2004, the state's voters approved a state constitutional amendment that redirects some existing highway user fees to MoDOT.  MoDOT has moved quickly to put the funding to work.  A three-pronged plan, nicknamed "Smoother, Safer, Sooner," has been financed with $1.7 billion in bonds to be repaid with Amendment 3 revenue.

Innovative Financing – Partnership Funding and Partnership Debt-Financing Programs established by federal and state law and MoDOT for transportation projects that serve a public purpose, including: highway and rail projects, transit equipment, air and water transportation facilities, and elderly/handicapped vehicles.
