The I-70 First Tier Condensed Final EIS document includes a summary of the public hearing(s), public and agency comments, and answers to substantive issues and questions raised by the public or agencies, as well as other necessary changes. After all comments have been addressed on the FTEIS, the Study Team will complete a Record of Decision (ROD) to finalize the First Tier Environmental Process.
The Second Tier studies will build from the First Tier results. The individual Second Tier studies of “sections of independent utility” will further define the improvements for I-70. The Second Tier will also include more detailed roadway alignments, analysis of right-of-way needs, and in-depth determination of natural and human environmental impacts, mitigation measures, and implementation strategies.
