MoDOT values the input from the community. This information is gathered through an extensive public involvement process and is important as transportation related projects are developed. A process has been created to help ensure the public is involved throughout the planning and implementation of a project.

A project-development team, which includes engineers, technicians, environmental, cultural resource, right of way personnel and public affairs, combine resources to develop the best and most effective public involvement plan. The goal is to exceed the expectations for state and federal regulations, and reach the largest spectrum of the community to determine the purpose and need, development of a range of alternatives, and make the best choice of the selected alternatives and plans for transportation improvements. This can happen only when the team receives input from the community.

To ensure a wide range of comments is received, MoDOT follows specific procedures throughout the public involvement process. The public is given the opportunity to attend public meetings and hearings to offer comments. This allows MoDOT to provide general information about a project and allows the public to be a part of the planning and design process. A variety of meetings can be held and include but are not limited to prelocation study meetings, location public hearings, design public hearings, and informational public meetings.

Before a location or design of a project is finalized, the Missouri Highways and Transportation Commission, a six-member bipartisan board appointed by the governor that governs the Missouri Department of Transportation, must approve it. The commission will receive a transcript that includes all comments received during a public hearing and take into consideration all concerns and issues before finalizing design. A collaborative effort between MoDOT and the communities it serves is necessary to find the best solution to transportation needs.
