Final Environmental Study for Rex Whitton Expressway Transportation Improvements Now Available

JEFFERSON CITY - The City of Jefferson, Cole County and the Missouri Department of Transportation announce that the Final Environmental Impact Statement (EIS) for the Rex Whitton Expressway is available for public review. The document outlines future transportation improvements in a study area that includes the U.S. Route 50/63 corridor from just east of the U.S. 50/54/63 Tri-level interchange, east through Jefferson City to Eastland Drive. It extends to McCarty Street on the north and approximately Dunklin Street on the south.

The Rex Whitton Expressway EIS focuses on relieving congestion, improving safety and connectivity between the Rex Whitton Expressway and key local sites, including the Missouri State Penitentiary redevelopment site, Lincoln University and Jefferson City High School. The recommendations include a new full diamond interchange at Lafayette Street, an extension and realignment of Clark Avenue, roundabouts at the Clark Avenue interchange and an overpass at Madison Street.

"The recommendations in the Final EIS are based on a comprehensive process that included identification of environmental and socio-economic impacts as well as extensive community involvement, said MoDOT District Planning Manager, Mike Dusenberg. "We've been working closely with the community, stakeholders and potentially affected property owners to make sure that everyone has had a chance to give input.

"In terms of transportation improvements, the completion of the EIS is just the first of many steps. We will work closely with city and county partners to identify possible funding opportunities. We will also continue to work with local property owners and business owners on their concerns as we begin to develop more detailed design plans."

At this time, there is no funding available to make these transportation improvements. Moving forward with the work depends on how quickly redevelopment happens at the Missouri State Penitentiary site and the availability of funds for design and construction. MoDOT's goal is to make sure that Rex Whitton Expressway and the supporting roadway system are safe and serve the community well. The exact timing of improvements remains to be seen.

Comments on the Final EIS can be submitted to MoDOT at the following address: MoDOT Central District, Attn: Whitton Expressway EIS, P.O. Box 718, Jefferson City, MO 65102. Comments can also be submitted via e-mail at comments@modot.mo.gov or through the customer service center at 1-888-ASK-MODOT (275-6636). Comments should be e-mailed or postmarked no later than Feb. 7, 2011.

Following the review period, MoDOT will address any substantive comments and anticipates approval of the plan from the Federal Highway Administration.
